Dear National Contact Points:

I would like to inform you on the outcome of the evaluation of the 1st stage of the call FP7-Health-2011-two-stage.
Some 786 proposals were received by the deadline of 13 October 2010. Of these, 13 were ineligible and 2 were withdrawn, so that 771 proposals were evaluated.
The remote evaluations took place from end-October to end-November and the consensus meetings in Brussels were spread over 3 weeks between 15 November and 3 December.
As a reminder, in this call there are 27 topics in 11 budget lines.
The results for the various topics and budget lines were collated and checked earlier this week
The overall result of the first stage evaluation is that 223 applicants are invited to submit full proposals for the second stage, representing 28.9% of evaluated proposals.
A full list of the evaluated proposals with their status after the first stage is provided to you in the attached Excel file, with the ineligible proposals on a separate sheet. <<Proposal list - outcome of 1st stage (2011 call).xls>>

The letters inviting these successful applicants to submit full proposals were sent (by email) on 8 December.
The unsuccessful applicants will be notified in the coming days when ALL applicants receive notification letters with the ESRs.
These will be very short and not very informative. Applicants are requested not to contact the Commission services before they receive the ESR together with an EC contact name. 
The deadline for the second stage remains 10 February 2011 at 17:00 (Brussels time).  
In the letter to those invited to submit a full proposal, we say:
Should you decide to take up this invitation, your Stage 2 proposal must be submitted electronically through the EPSS by the deadline of 10 February 2011 at 17:00:00 (Brussels time).
The template for preparing a Stage 2 proposal is provided in the Guide for Applicants for this call (available on CORDIS: http://cordis.europa.eu/fp7/health/). The topic descriptions for Stage 2 proposals remain as published in the call text FP7-HEALTH-2011-two-stage and in the Health work programme 2011 (also available on CORDIS). You are reminded that the rules for participation and any additional criteria will be strictly applied (for instance, for some topics, the minimum % of SME participation).
The evaluation of Stage 2 proposals will be a completely independent evaluation exercise, based on the standard three evaluation criteria (see Guide for Applicants & Health work programme 2011). The scores awarded to your Stage 1 proposal will not be taken into account at Stage 2. 
Your personal access to EPSS remains open for you to submit your Stage 2 proposal. If you have any difficulties in regaining access to EPSS, please inform the EPSS Service Desk (support@epss-fp7.org, tel. +32(0) 2 233 3760) immediately.
You should understand that this letter cannot be regarded as prejudging the outcome of the proposal selection process and may not be construed as an offer of funding for your project.

Important recommendations for second stage applicants:
Registration: if each of the organisations participating in your proposal is not already registered through the Unique Registration Facility (URF) and thus has a Participant Identification Code (PIC), it is recommended that they do so at this stage. For this, they should first check that they are registered and if so, retrieve the PIC. If not, they should register their organisation's data in the URF via the participant portal (http://ec.europa.eu/research/participants/portal/). The PIC can be used to simplify electronic proposal submission and (if applicable) during negotiation.
Consortium agreement: for Integrated Projects it is mandatory and for other research projects it is strongly recommended to have a consortium agreement in place by the end of negotiations, (see consortium agreement check list: ftp://ftp.cordis.europa.eu/pub/fp7/docs/checklist_en.pdf)
SMEs: Participants that are Small or Medium-sized Enterprises (SMEs), especially coordinators, are encouraged to perform a financial viability check through a simulation tool available on-line (http://cordis.europa.eu/fp7/find-doc_en.html). It should be clear from the proposal how these are intended to be used, especially in clinical trials for instance.

We hope these recommendations will enable better preparations for the next phases. We hope that you will encourage applicants to follow them.
Given the indicative budget for this call, we can now estimate that the success rate at the second stage should be around 40–45%.
The evaluation of the second stage will be completed by the end of March and the results will be available before the end of April, as previously announced.
